How to work with a master database and multiple terminals

We have a main database in postgres used to assemble updates using flyway and modified from a single terminal.

Now we want to know what the best way to work with multiple terminals making changes to the same database structure. For this we can think of two options:

Option 1: Both terminals are connected to another PC that has the database to make structure changes How to work with a master database and multiple terminals
The problem we see here is that if we has a error is difficult to rollback the change

Option 2: each terminal has its copy of the database and then update the main database using flyway How to work with a master database and multiple terminals
The problem we see is that after making a change to the database 1, the database 2 shall we outdated and vice versa

1- Is there another option to manage with one main database and multiple terminals?

2- Does the flyway don't have some configuration to work with database between terminals?

3- What would be the best way to do this?
